The layers of market-entry compliance
Selling goods or services in Germany carries a compliance layer independent of setting up a company. On the product side, CE and safety rules together with GPSR — since December 2024, for products sold from outside the EU, a responsible person established in the EU must be appointed and their name and address must appear in listings; marketplaces are removing non-compliant listings —, packaging and recycling registrations (VerpackG/LUCID; with PPWR, an authorised-representative requirement for non-EU sellers from August 2026), and electronics and battery registrations; on the sales side, consumer and distance-selling rules, price display, and advertising limits; and on the data side, the GDPR framework are all engaged at once.
The items most often flagged
The most common sources of penalties that Turkish exporters face in Germany: unregistered packaging (which can go as far as a sales ban), incomplete product labelling and German-language information, withdrawal-notice errors in distance selling, and unfair-competition breaches that generate competitor warnings (Abmahnung). All of these can be prevented in advance with a checklist.
Sector-specific authorisations
In areas such as food, cosmetics, medical devices, chemicals and financial services, additional notification and authorisation regimes apply. A launch carried out without mapping your sector carries both recall and penalty risk.

We apply a four-step routine. Product-channel-sector map: which product enters the market through which sales channel, under which additional regimes. Registration plan and execution: LUCID for packaging, ElektroG for electronics and BattG for batteries, together with documented appointment of the EU-established responsible person. German-language text set: labels and mandatory disclosures, instructions for use and the distance-selling texts are prepared from a single source. Post-launch monitoring: regulatory changes are written into an annual checklist, and if a competitor warning (Abmahnung) arrives, the defence line responds within the short reply windows. Deliverables: the compliance map, registration files, the text set and the checklist. As a rule, responsibility follows whoever first places the product on the German market; depending on your model, the registration may sit with you or with your importer. It should be clarified by contract, not left unassigned.
For a standard product-channel set, the mapping is completed within a few weeks; registrations run in parallel. We recommend starting at least one quarter before launch.
Do not pay immediately and do not sign a cease-and-desist undertaking — the texts are often excessively broad. A legal response within a short deadline is essential; a solution with a narrowed scope is usually possible.
