Today: for shipments to Germany a LUCID registration + dual-system license is mandatory; violations carry fines of up to €200,000 and the risk of a sales ban; marketplaces must verify the registration. Tomorrow: the PPWR applies from 12 August 2026; non-EU sellers will have to appoint an authorised representative in the Member States and comply with packaging-reduction and labelling rules. LUCID continues to operate as the national register until the EU register transition envisaged by 2029.
Overview
Packaging compliance consists of two layers: the German VerpackG/LUCID regime in force today, and the EU Packaging and Packaging Waste Regulation (PPWR) that will apply from 12 August 2026. For stores selling from Türkiye to Germany, the first is a current obligation and the second an approaching wave.
Today: VerpackG and LUCID
Anyone shipping packaged goods to Germany — including individual e-commerce sellers and those using FBA — must register in the Zentrale Stelle’s LUCID register and enter into a licensing agreement with a dual system for their packaging volumes. The registration is non-transferable; the fulfilment provider’s registration will not save you. The register is public: an unregistered seller is easily identified by both competitors and marketplaces. In the event of a violation, administrative fines of up to €200,000 and a de facto sales ban are on the table.
The critical point for e-commerce sellers
Marketplaces are obliged to verify the seller’s LUCID registration and license; missing registration results in listings being blocked. Packaging compliance is not an environmental formality but a matter of keeping the sales channel open.
Tomorrow: PPWR (EU) 2025/40
The PPWR entered into force on 11 February 2025 and its core obligations will apply from 12 August 2026. The highlights for e-commerce: non-EU sellers appointing an authorised representative in each member state, the spread of extended producer responsibility registrations across the EU, packaging reduction/empty-space ratio rules and a new labelling regime. National registers (including LUCID) will continue to operate until the EU registration architecture envisaged around 2029 — that is, existing registrations do not become void; a new layer is added on top.

(2) Preparing for 2026: an inventory of which member states you sell to, planning the authorised representative structure, comparing packaging specifications against the PPWR rules.
