Which route suits whom?
There is no single gateway for sending qualified personnel to Germany; the right route is chosen according to the profile. EU Blue Card: the strongest status for university graduates whose annual gross salary is above the current threshold — it opens the way to accelerated permanent residence and to eased family reunification; a reduced threshold applies in shortage occupations (including IT). Intra-corporate transfer (ICT): for executive/specialist transfers from the Turkish group company to the German affiliate. Skilled-labour and job-seeking routes: permits based on professional-qualification recognition and options expanded by the 2023 reform, such as the points-based opportunity card (Chancenkarte). Thresholds are updated each year; the application strategy must be built on the current figures.

The real bottlenecks of the application
There are three classic reasons for refusals and delays: an incomplete diploma/recognition file (ANABIN check and, where needed, a recognition application), a mismatch between the job description in the employment contract and the salary’s threshold/role fit, and a clash between the visa appointment schedule and the project timeline. The correct sequence is: first status and threshold analysis, then contract wording, and lastly appointment strategy. If a structure is being established on the German side (GmbH formation), the permit timeline is planned in parallel with the registration.
Family and the long term
As a rule, the Blue Card holder’s spouse benefits from family reunification with the right to work, without a German-language requirement; the children’s education and social-security coordination (the Türkiye-Germany agreement) are planned together. The file runs at both ends at once
The work runs on four deliverables. The roadmap report: a recommended status and a realistic timetable, set against the profile, the salary and where recognition of the qualification stands. The employer file: the wording of the employment contract, the job description and documentary proof that the salary threshold is met, in the form the Aufenthaltsgesetz and the EU Blue Card Directive ((EU) 2021/1883) require. The arrival plan: address registration (Anmeldung), the residence card appointment and the family’s own timetable.
