Work Permits & Foreign Personnel · Alt Service

Manage foreign employment not file by file, but as a programme.

Turning permit processes into a programme for companies that regularly employ foreign personnel: calendar, template files, compliance audit, and HR integration.

Overview

Why a programme?

In companies with five or more foreign employees, permits are no longer isolated files but an operation: an extension every month, a new hire every quarter, thresholds that change every year. Without a programme, missed deadlines, employment-ratio breaches and project delays become inevitable.

01

Components of the programme

a)

Calendar

a single view of all permits and extension windows, with automatic reminders.

b)

Template files

document sets standardised by role and nationality, apostille-translation routes.

c)

Threshold planning

synchronisation of the Turkish-employee ratio and salary thresholds with the hiring plan.

d)

Compliance audit

consistency of SGK (Social Security Institution), tax, and payroll records with permit conditions.

02

Integration with HR

The programme connects to your HR system: permit feasibility is visible before a hire is approved, and when someone leaves, the notification duties fire on their own. For new assignments, status selection and the family plan are part of the standard flow.

How We Work

From baseline audit to quiet operation

The programme is installed in five steps. Baseline audit: every existing permit, its expiry and its file quality are mapped; threshold compliance under the International Labour Force Law No. 6735 — including the employment-ratio and capital criteria — is tested as it stands. Remediation: permits close to expiry, and any gap in salary level or in the employment ratio, go onto a dated correction plan before the programme goes live. Programme design: the calendar, template files and escalation rules are written for your organisation, not a generic one. Pilot quarter: we run the first cycle together — extensions, new files, notifications — until the routine holds. Handover and review: your HR team operates, we audit quarterly and step in on exceptions, tracking the refusal rate, processing times and missed deadlines so that a deviation is traced to its cause and not merely noted. Deliverables: the programme manual, the permit dashboard and the template file set.

Legal Framework

The two statutes underneath it

Two statutes carry the programme: the International Labour Force Law (No 6735), which governs work permits, and Law No 6458, which sets up the residence regime. The assessment criteria — how many Turkish employees are expected for each foreign national, the multiples of the minimum wage attaching to a given role, the company’s capital and turnover figures — are the arithmetic of every file, and the point of a programme is to apply that arithmetic to the hiring plan in advance rather than discover it at the counter. A valid work permit also stands in place of a residence permit; the status of family members is planned separately. Used properly, the exemptions — short assignments, and visits for installation or training — remove whole permit files from the workload rather than reshaping them. The status architecture as a whole is set out in our residence, work permit and citizenship focus area.

Who Engages Us

Who needs a programme, not files?

Typical clients: companies employing five or more foreign nationals, regional headquarters relocating staff into Türkiye, and German groups rotating executives and specialists between the two countries. For the latter, the programme runs in both directions: Türkiye permits on one side, German assignments on the other, managed as one mobility calendar together with our EU Blue Card practice. The long-term layer — permanent residence and citizenship options for key people — is planned within our Residence, Work Permit & Citizenship focus.

In practice, at the threshold of 5+ foreign employees or 5+ applications per year, a programme works out cheaper than case-by-case management — even leaving the risks aside.

We overlay your hiring and departure plans with the permit calendar and run a ratio simulation; at critical junctures, a hiring sequence is recommended.

Yes — that is the goal: we hand it over with a playbook, templates, and training; we stay at your side for exception and objection management.
