The programme and its channels
The exceptional-citizenship regime under the Turkish Citizenship Law opens an accelerated path for investments above certain thresholds. In practice, the busiest channel is real estate (current threshold: the equivalent of USD 400,000, with a three-year no-sale annotation on the title deed); alternatives include fixed-capital investment, bank deposits, government debt instruments, and investment-fund shares (each with its own threshold and a three-year holding undertaking). Because the thresholds and procedure may be updated by regulatory amendments, the application strategy must be built on the legislation in force at the time.

Legal security of the transaction
The programme’s risk lies not in the application but in the investment transaction itself. In real estate: the valuation report’s compliance with the threshold, the eligibility of the seller and the property (restrictions on transfers to foreigners, prior foreign transfers), payment of the price from a bank and with a foreign-exchange sale document, and the title-deed annotation. In financial channels: the correct instrument and blocking letters. Each of these steps requires document discipline; a single missing receipt can hold up the eligibility certificate months later. The process and family scope
The flow: investment → eligibility certificate (from the relevant authority) → short-term residence permit → citizenship application and interview/decision. The applicant, together with the spouse and children under 18, is granted citizenship in the same file; adult children and parents fall outside the scope. The statutory frame and the institutions
The programme rests on the exceptional-citizenship provision of the Turkish Citizenship Law (No. 5901) together with the provision of its Implementing Regulation that lists the investment channels; the final decision is taken by Presidential decision. Three separate authorities work the file: the body that issues the certificate of conformity for that type of investment, the Directorate General of Migration Management, which grants the residence permit, and the Directorate General of Civil Registration and Nationality, which carries the citizenship file. If the file does not move in step across those three lines, the waiting periods stack up instead of overlapping. How the investment is financed — whether credit is used, and where the money came from — and the order of the dates on the documents are what most often stalls the conformity stage.
