In practice, a certain capital/turnover level and the employment of Turkish staff per foreign national are required; there are exceptions depending on the position. We run the criteria analysis before anything is filed and bring the structure into line first where it needs it. The concrete tests are usually these: five Turkish citizens employed at the workplace for each foreign national; paid-in capital of at least TRY 500,000 or net sales of at least TRY 8,000,000 or exports of at least USD 150,000; and a salary appropriate to the foreign national’s position, set as a multiple of the gross minimum wage — as at July 2026.
